Heat a large frying pan over medium-high heat. Add bacon and cook for 4-5 minutes or until golden. Transfer bacon to a bowl. Set aside to cool. Preheat oven to 200°C/180°C fan-forced. Line a large baking tray with baking paper.
Combine flour, baking powder and 1 1/2 cups cheese in a large bowl. Add butter and, using your fingertips, rub butter into flour until it resembles coarse sand. Add bacon. Stir in milk and 1/4 cup chilli jam to form a rough dough.
Lightly dust a clean work surface with flour and press dough out to a 3cm thick disc. Using a 5.5cm round cutter, cut 12 rounds, repressing the scraps if necessary.
Place rounds on prepared tray. Brush with milk and top with remaining cheese. Bake for 20-22 minutes, or until golden and risen. Swirl remaining chilli jam through sour cream. Sprinkle with chives. Serve warm with sour-cream mixture.
