Heat oil in a large frying pan over high heat. Add mince and cook for 5 minutes, breaking up lumps with a wooden spoon, or until browned.
Add tomatoes, stock cubes and ⅓ cup cold water, then stir to combine. Reduce heat to medium and simmer for 10 minutes or until sauce has slightly thickened.
Meanwhile, cook spaghetti according to packet instructions. Drain. Return to pan. Add mince mixture, then toss stir to combine.
Divide spaghetti mixture among bowls. Top with parmesan and basil. Serve seasoned with pepper.
