Heat 1 tbs oil in a 24cm (top) 2L (8-cup) ovenproof frying pan over medium-high heat. Add gnocchi and cook, stirring occasionally, for 5 minutes or until golden brown. Transfer to a plate.
Add remaining oil to pan. Add mince and cook, stirring to break up any lumps, for 5 minutes or until browned. Add frozen vegetables and cook, stirring occasionally, for 2 minutes or until heated.
Sprinkle gravy mix over mince. Add 1 1/3 cups hot water, Worcestershire sauce and tomato paste. Stir to combine. Bring to a boil, stirring, for 2 minutes or until mixture thickens.
Preheat an oven grill to high. Spoon gnocchi over beef mixture. Stir to just combine. Top with cheese blend. Grill for 3-4 minutes or until golden brown. Serve sprinkled with parsley.
