Line a baking tray with baking paper. Cut 4 strawberries in half and set aside. Finely chop remaining strawberries. Using an electric mixer, beat cream cheese and cream in a bowl until combined. Fold through spread and chopped strawberries until just combined.
Place chocolate and oil in a microwave-safe bowl and microwave on high in 30-second bursts until smooth. Place biscuits on a flat plate.
Dip the rim of each cone into chocolate, then press into biscuits to coat. Place on prepared tray. Allow to set. Spoon cream-cheese mixture into cones. Top with reserved strawberries. Drizzle with any remaining chocolate. Serve.
